National Security (Legislative Provisions) Bill
Survey of Accountants' views by your LegCo Representative

As the discussion of the captioned Bill which reflects the HKSAR's obligation under Article 23 of the Basic Law is coming to a close, I wish to gauge the general opinion of Accountants as an important reference for my vote. Your participation is crucial to me so that I can act faithfully.

The Bill is, unfortunately, a bit of a moving target due to its complexity and lateness. At the time of writing, there is still an active debate in the Bills Committee as to its exact content and that I would have to vote on more than 100 amendments. However, in addition to the extensive media reports, I would like to draw you attention to the following useful references:

  1. my website: www.ericli.org which regularly provides a simple summary of terminology etc;
  2. LegCo website: www.legco.gov.hk and search its Bills Committee for the comprehensive records of the bills brief and public submissions etc.;
  3. The attached article ¡§Unification of Mind and Deeds¡¨ which is my attempt to give a balanced critique of the updated version of the Bill and the ensuing political process.

I hope you can draw your conclusions objectively and help me to resolve this highly divisive issue. Please identify yourself as an accountant for the vote to be counted. Many thanks and best wishes,
